Main Points of GCC implementation mechanism

The Yemeni President and the opposition leaders signed the GCC power-transfer deal and its implementation mechanism on Wednesday in Riyadh.


The mechanism stipulates that a national unity government shall be formed within 14 days from the date of signature; the JMP to nominate a candidate who will chair the new-formed government; the ministerial portfolio should be divided on a fifty-fifty basis between the GPC and the JMP; forming a ministerial committee for security and defense affairs within 14 days chaired by Vice President and will have the tasks of restructuring and solving all matters related to  the armed and security forces; the new-formed government shall form a ministerial committee to conduct dialogue with the youth in change squares and civil society organization; holding an early presidential elections within 90 days of signing the deal and Hadi shall be nominated as a consensus presidential candidate; the parliament to convene within 30 days and approve the immunity blank to President Saleh and all those worked under his office as stipulated in the GCC power-transfer deal.


The second phase of the implementation mechanism lasts for two years and it stipulates forming an inclusive national dialogue conference of all effective parties in Yemen, which will address all issues related to creating a new Yemen.
